Much of Angela Tracy's appeal as a part-time model has to do with, uh, what's up front. So when the 24-year-old Californian started snagging bathing suit and lingerie jobs, she looked for ways to, shall we say, improve her assets.

Many of her model friends had their breasts enlarged through plastic surgery, but that avenue left her cold. Then she started hearing radio commercials for Isis, an herbal pill said to boost breast size.

Herbal breast enhancement supplements are busting out all over. They go by names like Wonderbreast, Vanity, Newbust and Megabreast and last year snagged mega publicity from Entertainment Tonight and daytime talk shows.

Skeptical at first, Tracy wrote down questions to ask the company before buying them. Satisfied with the answers _ no, they won't interfere with birth control pills, she was told _ she bought a six-month supply and had her physician sign off on them.

Four months into the regime, she felt a tingling in her breasts and a somewhat uncomfortable feeling of fullness.

The tingling didn't last and she has grown one bra cup size, from an already bosomy 36C to a firmer, fuller, perkier 36D. "You feel just a little bit more proud ... kind of puff your chest out," Tracy said in a phone interview from her California home.

Among physicians and herbalists, the jury remains unconvinced that herbal supplements, as some manufacturers say, can stimulate breasts to grow one to two cup sizes or 1 to 4 inches. Some say there's little science to either prove or disprove their effectiveness.

But breast size, physicians say, is determined genetically and depends on the ratio of fat to other breast tissue.

"The only way I know of to enlarge your breasts naturally is to put on weight," healthful eating crusader Andrew Weil wrote to one curious woman on his Internet Web site. "Practice loving your body as it is."

Christopher Hobbs, an Oregon writer and fourth-generation herbalist well-known in the herb industry, is skeptical as well.

"I've been doing this for 35 years, and I know all these herbs intimately," says Hobbs, author of ``Women's Herbs, Women's Health.''

"In my experience, I wouldn't really expect a huge effect out of them, unless you took a lot of it. But then, who knows?"

David Owens, obstetrician-gynecologist at the Contemporary Women's Centre in Overland Park, Kan., says, "There isn't any magic way" to boost breast size.

Sitting in a cozy circle talking animatedly, the women appear to have gathered for a block party.

They're wearing tight-fitting, rather low-necked shirts and talking about how much better they feel about themselves, how much better their lives are now that their breasts are larger. The TV commercial is for Isis.

The woman in the flowered dress, the same woman shown later bounding down a beach in a yellow bikini, is Angela Tracy.

Like many of the products, Isis is available only by phone or on the Internet. New products keep appearing; one Web site lists nearly 40 different capsules and cosmetic creams for keeping breasts toned. The price of breasts in a bottle can be steep. A six-month supply of Isis capsules and cream _ complete with tape measure _ costs $599.

Several health food store owners said they decided not to carry the products because they question whether they work.

Internet message boards such as the Neutral Corner buzz with women swapping comments like these:

Dec. 7, 2000: "I am going to ... make and take my own version. I'm a C cup now, so DD here I come!" Sara.

Dec. 29, 2000: "I've been using this for about four months almost and have not seen any results at all except for headaches. How can they claim their success rate is so high when most postings I've seen here are negative?" Anonymous.

Jan. 2, 2001: " ... agree ... that it will work for some people and others it will not. I am a small 36B (should probably wear a 36A but can't bring myself to wear one. Yes, I am vain!). I would love to take the pill, but I am also 57 and wonder if I should." Wendy.

According to the American Herbal Products Association in Silver Spring, Md., makers of herbal products are required to limit their ingredients to those already on the market before landmark safety legislation of 1994. Or they must provide safety evidence to the U.S. Food and Drug Administration.

So how do herbs like saw palmetto, blessed thistle and wild yam make breasts grow? For some women, breast growth does not always reach its full potential during the typical period of development, said Isis company officials in Winnetka, Calif. The herbs in Isis, on the market since August 1998, provide phytoestrogens _ plant estrogens _ that some herbalists believe can stimulate breast growth by helping to re-establish and complete the growth cycle.

While herbs such as wild yam have been shown to have mild estrogenlike effects on lab rats, not all plant steroids have a direct effect on the human body, Hobbs says.

Isis officials report that more than 35,000 women have used their product. Customer feedback suggests that women who had no luck with the product shared characteristics such as low body fat, certain hormonal imbalances and poor overall nutritional health.

For two years Mountain Top Herbs in Provo, Utah, has sold formulas designed by Nevada herbalist Angela Harris, credited with starting the boom.

"Angela was very hesitant to allow this product to go to market under the auspices of breast enhancement because it's going to get out of control as this cure-all," says the company's owner, Parl Johnson. "Which is why we tried to keep our Web site very informational and educational. We want to maintain that this will, first, keep you healthier."

Indeed, even if the products don't make breasts grow, they may provide other health benefits, Hobbs says. "I don't think there's any harm," he says, "especially with saw palmetto, because I believe it's a good remedy for women for ... strengthening their urinary tract. And fenugreek is good for lowering blood cholesterol."

Model Angela Tracy says the Isis pills "made my hair and nails grow like crazy. I felt better (too). When I stopped taking them, I noticed that ... you just don't feel the same."

Anita Rivera, an area pharmacist of 25 years, warns against people thinking that herbs are safe just because they're labeled "natural."

"My first thought is caution," says Rivera, a clinical staff pharmacist at St. Joseph Health Center who has been studying herbs for five years.

Although some of the ingredients have been used for centuries, Rivera said, none has been studied adequately.

"Some of the ingredients that are in these products are also used for what they call 'women's health.' They're used to relieve PMS symptoms and treat menopausal symptoms, so they are mildly estrogenic. We don't really know long-term what happens."

For that reason, Rivera cautions women with a history of breast cancer about using these products, and certainly women who are pregnant or nursing shouldn't use them, she says.

"My feeling is if you're a healthy person and you want to spend the money on this, and you're not taking medications that they could interfere with, I don't see a problem if you take it according to the label," Rivera says.
